In the field of Private Investigations aimed at gathering information requested by private citizens, the AIRO investigative institute offers its resources and expertise for locating missing persons.

The search for missing persons is undoubtedly an investigative activity of great social relevance and of fundamental importance for our Investigative Institute; indeed, cases of people who are no longer traceable are increasingly common.
According to the data provided by the Central Directorate of Criminal Police - Department of Public Security, from 1974 to December 31, 2018, in Italy, there have been 229,687 missing persons, of which 171,974 have been found.

The causes behind the disappearance can be multiple:

  • voluntary departure; these are individuals who intentionally disappear, for example, following a severe trauma or a deep depressive state. Other reasons that fall within the scope of voluntary departure include: the so-called love escapes, unbearable debts, insolvencies, shame, protest, or simple fear of reacting to critical situations, etc.
  • kidnapping; these are not kidnappings for extortion purposes as the cycle of kidnappings for this reason ended in 1993, the year when the law blocking the assets of hostage families was passed. However, there is the sad phenomenon of kidnappings aimed at organ trafficking, human trafficking, and those aimed at exploitation of prostitution. In recent years, there has also been an increase in child abductions by one of the parents, following "complicated" separations and often even followed by a removal from the national territory;
  • murder;
  • suicide.

Among the most well-known cases in Italy are remembered:

  • Mirella Gregori (1983)

The disappearance of Mirella Gregori, a 15-year-old, occurred on May 7, 1983, in Rome. This event was linked to the almost simultaneous disappearance the following month of Emanuela Orlandi, a Vatican citizen who disappeared a month later. Neither of the two girls has ever been found. According to the testimony of Mehmet Ali Ağca, the disappearances of the two girls are closely connected. To this day, the case remains unsolved.

  • Emanuela Orlandi (1983)

Also a 15-year-old, the daughter of a clerk at the Prefecture of the Pontifical Household, disappeared in Rome on June 22, 1983. What initially seemed like a common voluntary departure from home by a teenager soon became one of the darkest cases in Italian and Vatican history, involving the Vatican, the Italian State, the Institute for Works of Religion, the Banda della Magliana, Banco Ambrosiano, and the secret services of various countries. The true nature of the disappearance has never been defined.

  • Ylenia Carrisi (1994)

Ylenia Maria Sole Carrisi, born in Rome on November 29, 1970, had met street trumpeter Alexander Masakela six months before her disappearance, who always left strong suspicions in the girl's parents and was indeed the first accused of her mysterious disappearance. Ylenia is said to have thrown herself into the Mississippi under the influence of marijuana: according to her father Al Bano, it was the drug that dragged her into the abyss that led to her disappearance. The body has never been found. Her mother Romina Power has repeatedly stated that she believes Ylenia is still alive, or at least did not die in the Mississippi.

  • Angela Celentano (1996)

On August 10, 1996, little Angela Celentano disappeared while on a trip to Mount Faito near Vico Equense (Naples). The child was last seen going down a path with two other children, whose accounts, however, do not match. Other testimonies claim to have seen a car with two foreign men lurking around the area. Over the years, numerous reports of sightings of the girl have followed.

  • Denise Pipitone (2004)

Denise Pipitone was three years old when she disappeared around noon on September 1, 2004, in Mazara del Vallo, in the Province of Trapani, while she was near her maternal grandmother's house. The investigations have always focused on the extended family circle.

  • Iuschra Gazi (2018)

On July 19, 2018, twelve-year-old Iuschra Gazi of Bengali origin disappeared in Serle in the Brescia area during a trip organized by Fobap, the Brescia Foundation for Assistance to the Psychologically Disabled. The preliminary hearing of the manslaughter trial against the educator who was following the child with autism is scheduled for next January, but negotiations have also been initiated for compensation to the family by the Brescia Foundation for Assistance to the Psychologically Disabled.

  • Roberta Ragusa (2012)

Roberta Ragusa, a wife and mother from San Giuliano Terme in the province of Pisa, disappeared wearing only a pink robe and a pair of slippers on the night between January 12 and 13, 2012. It was her husband, Antonio Logli, who raised the alarm and notified the police of his wife's disappearance. On May 14, 2018, the Court of Appeal of Florence confirmed the first-degree sentence that sentenced Logli to 20 years in prison for the murder of his wife. On July 10, the Supreme Court confirmed the sentence, but to this day, Roberta Ragusa's body has never been found.

But what are the procedures that are activated in the event of a person's disappearance?

  • timely telephone notification to the operational centers of the law enforcement agencies by anyone who becomes aware of a person's disappearance; the operational center immediately alerts the patrols present in the area for the first immediate preliminary searches;
  • report of a missing person to be filed without delay at a territorial command of the police forces; the police force will immediately notify the Prefecture, proceed with the simultaneous entry into the SDI (Investigation System), and complete the form for updating the Missing Persons Information System ("RI.SC."), in which the news of the possible finding of the missing person must also be promptly entered;
  • the same Police Force that received the report proceeds with carrying out the initial and essential investigative activities within its competence, obtaining a recent photograph of the missing person and promoting the immediate start of the search;
  • the Police Force also informs the Judicial Authority if it is believed that the disappearance is connected to a suspected crime;
  • the Prefecture will in turn notify the territorially concerned Municipality, all parties involved in the searches, as well as the Office of the Government's Extraordinary Commissioner for Missing Persons;
  • The possible suspension or closure of the searches, even in the case of a negative outcome, is ordered by the Prefect, in agreement with the Operational Coordinator of the search activities, subject to any different instructions from the judicial authority.

Our Investigative Institute, while never replacing the important work of law enforcement and the various public mechanisms activated following a disappearance, with its investigators, professionals skilled in various forensic fields, and the most recent and innovative technological equipment, can nevertheless be of significant support in the search for the missing person, especially following the suspension of initial searches.

It will be the investigator's task to analyze the case, the life, the family and emotional context, friendships, socio-economic and work situation, and any other element useful to the investigation that may have led the individual to disappear, thus initiating an investigative strategy aimed at finding the individual as quickly as possible.
